The europass Mobility can only be issued if a series of quality criteria are met.
These ensure the document's informative value - an important aspect for the participants as well as for the institutions and businesses considering employing them. 1. Agreement between the home institution and the host organisation Before the europass Mobility is activated and filled in, its core contents are agreed in writing and documented by the home institution sending the future recipient of the document abroad and the receiving host organisation in the country of destination. |

This document needs in turn to be submitted on request to the National Europass Centre (NEC) or another issuing body within the recipient's home country. (Criterion 1 does not apply to programmes which have been defined for individual persons and which do not involve a home institution.)
2. Linguistic preparation
Knowledge of languages is one of the most important prerequisites for periods of learning spent abroad. For this reason, persons undertaking a period of learning abroad should be in possession of appropriate linguistic knowledge.
3. Provision of support abroad by a mentor
A mentor will be available to support participants during their period of time spent abroad. The mentor will offer specialist support as well as acting as a contact partner for linguistic, cultural or other issues.
4. Compliance with the geographical scope of application
The period of learning must take place in one of the EU member countries or in an EEA state. Schemes in Switzerland and Turkey are also possible for those taking part in community programmes.

For participants in EU training programmes such as Lifelong Learning Programme as well as national
bilateral programmes
, there is no need to prepare and submit a special agreement, since this is already considered done when the grant is approved.
